I heard this song in October 1999 during a mixset called The Sanctuary played on the radio station KTU.  The mixset that particular week was performed by DJ Boris.  The song has non-English lyrics, and I'm guessing that the song could be filed under the Hard Dance genre, although I am really not sure.  Here is a sample of the song:
