In America, the Entertainment Software Rating Board has rated the game M for Mature. The content descriptors are "BLOOD", "INTENSE VIOLENCE", "NUDITY", "STRONG LANGUAGE", "STRONG SEXUAL CONTENT", and "DRUG AND ALCOHOL USE". M games are usually suitable for persons 17 and older. The Grand Theft Auto series has caused a LOT of controversy since GTA 3 came out.
These are the ratings for games in my country.
EC - Early Childhood - Suitable for Ages 3+
E - Everyone - Suitable for Ages 6+
E10 - Suitable for Ages 10+
T - Teen - Suitable for Ages 13+
M - Mature - Suitable for Ages 17+
AO - Adults Only (These are rare) - Suitable for ages 18+

The rating here is 18 for GTA4 and has been for all the GTA games.
